Most experienced wood guys use oil-based products (as opposed to water-borne finishes) for cedar because that wood dries out so quickly. If your customer wants the shakes to turn gray over time, use a clear finish. If the property owner prefers the look of stained wood, there is a general rule that the darker the color the longer the UV protection lasts.
