Block Hotel walls

I am working up a bid for a hotel here locally for a really good customer. I don't think the hotel has ever been cleaned and its pretty nasty looking. It has some black stuff growing in some places that I am not really worry about, I think a good strong house wash mix will take care of that. It also has some nasty looking white stuff appearing on it, my question is if this is Efflorence or if its something else. If it is eff will it come right back? Thanks for the help everyone.

It looks like efflorescense to me.

The black streaks, do you have a picture to show where they start or is it like the other, it just starts and is not below a window or a/c unit?

Some is and some could be just bad clean up.
