Trailer brakes

Do all small "Tag" trailers need brakes??? I have them on both axles on all my but is it a must with small trailers with say 325gal tank and machine with reels only?
 
dot in ga says if you are pulling a tandem axel trailer for "ANY" commercial use it has to have brakes on both axles!
 
My 7000lb trailers have brakes on both axles. Only makes sense, especially if you are hauling 500 gallons of water. You can pull a trailer with just about any truck, getting it to stop without jackknifing the trailer is the most important factor.
 
any trailer over 3500 gvw has to have brakes
 
Yesterday the master brake cylinder in my Chevy gave up the ghost. Bought a new one at NAPA for $54. Took about half an hour to install including the bleed. After I finished, for chits and giggles I call the Chevy dealer to see what they'd have charged - "need to see it, but it'd be around $600 +/- $25".

NAPA know how. lol
