Gee, I think it has already been done at a round table...or at least close.
 
Now that I have thought about this for a while, I think that maybe it is not such a good idea afterall.

There would be so many contractors bidding that can and can't handle the job and that by itself might make the industry look even worse.

Imagine a company winning a contract for a shopping center and the PM was new or it was a oversight that one of the requirements would be having hot water. The winning company is out there popping gum with cold water tearing up the concrete and then they get run off and then the next company does the same and so on. After a while they get tired of the damage and just don't know what to do or who to call.

This scenario is possible, not very likely but possible. I would hate to see it happen, all that poor concrete never bothered anyone and is now all scarred up for life. hahahahaha
 
That is a scenario with any RFP. Or they may requirea hot water machine but diesel never hits the burner tank.
 
That is a shame, maybe they just don't want to do a better job or do you think that they don't want to spend the money?

I would think that PM's would go and see the work on occasion until they could trust the contractor and would see the quality of work and call them out on it, I know if I was a PM I sure would.
