This is not a good forum to ask this kind of a question because there are hundreds of variables. People will read this without understanding that the presence of grass vs. weeds will impact the price. No two jobs are the same. As a contractor, you will have to make an intelligent decision and live with the consequences.
Fences can be real moneymakers. Your labor is minor compared to the square footage. Your material cost remains between 20 and 25 cents per square foot. With 24,000 sq ft, that comes to about $5000 or so for materials alone. Allowing for labor is much more difficult. For washing, the variables are things like wood condition, previous sealer, etc. If the fence has been neglected (just old and gray) you could wash with a bleach mix and be very quick.
Just for sealing, for example, it could take as little as 24 man hours or as many as 100 man hours, depending on the equipment you have and job conditions. If you use a couple of 12-volt powered sprayers and you have free access to the fence (is the 1500 feet divided among 37 back yards?) and you don't have to protect plants, I would lean towards the 24 man-hours. Only you can determine how efficient you will be and what tools you will have available to use.

We like to roll or brush for better wood penetration BUT I would highly recommend using a sprayer. I cash is tight, look at renting one. For this length of fence, I think it would make the difference in whether or not you will be competitive. My price for rolling this would be astronomical compared to using a sprayer....

As Obama says, let me be clear - I had some gaffes in that sentence. I would use a sprayer because of how much you have to do. My preference is to brush or roll, but sometimes a sprayer is more economical.
