Inside Job- DecK Restoration

We have a short notice job involving in inside building stain/seal job. It is a bar with a wood deck floor with a concrete subfloor. The deck floor is on the subfloor spaced with 2x4s laid wide side down. How can I prep and not have standing water issues between the decking and the concrete? Is there a better way to prep the floor for stain/seal? Call any time if you can help. Thank you.
