Alright, I don't know how I missed this in my searches, but thankfully another contractor on another board found it.
This is the BMP's for surface cleaning for the San Francisco Bay area including several counties.

Just like Las Vegas, it says a plain as day that your wash water may go DIRECTLY down the STORM drain if it is dry cleaned first and no soap is used.
It was like pulling teeth to get the PWNA to include that sentence in their BMP's. BUT they had to add a little restriction that EVEN THE BAY AREA doesn't have regarding HOT water and limit us to 110 degrees!
Our own "industry" BMP's are more restrictive on us than the San Francisco Bay area's BMP's.
