You will always be able to clean. Kory fought it here in Florida and in the drought of 2000 Mallard Systems received a written letter of exemption from the state. However your problem will be the news blowing it all out of proportion and screaming the sky is falling and turning customers off to the idea.

Yes and the fact that this is Houston. I'd love to get any info I can from you and Kory so I can begin preparing for this in the event it does happen. And I feel pretty confident that it will. No rain in sight for days if not weeks.
 
Doug - we faced the same problem here in 2007 (see article in Cleaner Times - it was that bad!) The PWNC and many other washers (particularly the wives) composed documents, wrote the newspapers, had the TV cover a meeting, etc... We played their game and won. We (Carolina ProWash) personally were granted permission to wash in our small town after a stupid remark they made.

The keyword is SANITARY. Works like a charm.

Definitely get with Celeste and Kory on it Doug. Last year we were the only ones allowed to clean.
