The government doesn't need help with stupid rules....there are thousands of idiots across the USA who's sole job is to come up with ridiculous reg's that nobody can follow.

On a good note, from reading, looks like the car wash Org's have their crap together. Maybe we should all join their Org and get our wash water excluded.

Didn't read the whole thing but from this excerpt, the answer seems simple, the car wash industry has a well funded lobbiest.
 
Who ever is behind this is probably someone that thinks if there are only a few of us with a reclaim unit we will be the only ones that get the business, that somehow this will prevent the hacks, that somehow this will "level" the playing field, that was the prevailing though in Houston a few years ago. Now we have the dirtiest city in America. Go figure.

Houston is also seeing the error of it's ways now. Hopefully it won't take Minnesota as long because you caught this early Ron. If i can help in anyway Ron just let me know.
