Lets talk about this, this Photo Below is by a contractor Tony Richardson who is Certified in Wash water Control.

I do not think when we are reclaiming or even in case where you do not have to your doing the job responsibly.

The contract had to have a Predetermined Plan, altering the Plan requires a in writing approval. Not sure of the terms, just see a good secondary source for containment
Not sure what he's washing but the system looks good. Hay berms to Pre-filter to sump, then sump pump with main sand berm, 4x4 blocks for diversion to sump.

I see no soap, so this looks good to go to landscape area.

This is being a responsible Contractor IMO.
 
Looks like he has the procedures in place to do this properly. The hay bales are for solids separation from the water stream and the burm with pump will pick up the wash water and send it to the tank or landscape as required. I like how he is using the natural features to help recover in the most efficient manner. The wall and slope of the ground are excellent diversion items making the recovery area small and easy to manage. Having the area a littler farther from the work zone is good also it allows for more evaporation so if he is hauling the water off site that is that much less to deal with.
