Ok Russ

Thanks for the help on the phone today, I did R+R the gas tank, tighten down the jam nut on the throttle pull. Same problem or concern. Looks like the governor is not working correctly 100% of the time when the load is placed on it. Engine speed is not to fast so the weights are not pulled. Any ideas? Oil level in engine and pump are good. Now for another curveball. If I run the two pumps independent it works great. Is there a chance that the check valve is sticking and are the valves re-buildable?
 
You can check the valves by disconnecting one machine and running the other to see if water comes out the hose. Then hook the other one up and disconnect the first to check for water again.
