Parts of deck boards not taking stain

Having an issue with a deck we just stained. A couple long narrow parts of a couple of boards just won't take any stain. We stripped, neutralized, sanded the knots that still had some stain, and tested the moisture at between 6 and 12%. Applied Ready Seal. Went back and tried 4 or 5 coats and the light spots and saw no change. Any thoughts?

What was on it before? What kind of wood? Any before Pics?
 
Have you considered the wood in those board my just be that dense that the stain can't or won't absorb. It's not that unusual for timber to not take stain in places. Sap wood from the outside of the log is softer and more absorbent while heart wood from the log tends to be harder and less absorbent. You have to remember when mother nature designed the tree she never intended for man to come along and interfere with her handy work by putting product on to change her good natural colour scheme.
 
Its not new wood, we did do a light sand, and that part of the wood absorbed stain but did not change color much. It wasn't like it was beading up or anything. I went back today and had a little better luck but we'll see how it dries.
