Does google penalize redirects

I have a bunch of web domains all pertaining to my business, and I am trying to figure out how to incorporate them all into one website. I want to target different local areas and also make sure I highlight all the different things I do(gutter cleaning,house washes, driveway cleaning, rust removal....

Can these all be redirected to the main website without google looking at it as a no no? I am also trying to figure out how I can target areas without duplicating content, but having pages for specific areas with the same services.

EXAMPLE: I want to target an area in Tampa, so I will use those keywords on my page and in the url and have pics from that area with the proper tags for good seo, but I don't want to duplicate the description of services, benefits and all the fluff we put on a web page...anyone doing this successfully? OH and am changing the name of my company and website, but I don't want to lose the juice I have on my current site. I am doing very well in my areas. Any way to keep the rank I have?

Ralph, I have tested this a hundred different time in different ways. Google is always changing their algorithms so what worked in the past does not work today. There is actually a lot to this. Too much to type on this board. Give me a call on Monday we can talk more about it.
