Questions About Two Buildings' Exteriors

I put a bid out to wash the town hall building and fire/police station building to the mayor of a small town this week. I should have test spotted both of these things before I bid them, but I didn't alas. The first few pictures are of the metal surface of the fire station. The yellowish looking paint is severely oxidized and with a light touch will brush off and leave dark marks. I just plan on downstreaming a housewash mix and rinsing the thing off with fan tips, but i kind of have the feeling that the dark marks all over the metal are what they think will be getting washed off, when in fact those marks are there from the metal being touched upon over time. I guess my two main questions concerning this are 1) are there ever surfaces so oxidized that I shouldnt attempt to wash them at all for fear of too easily leaving new marks, and 2) what could be done to make the touch marks less noticeable that are already there? Some kind of conditoner maybe? Ill probably wind up telling him this thing needs to be repainted when I'm done.

Ok. The rest of the pictures are for the Town Hall building. The mayor described the surface as stucco, but I don't actually know what this exterior surface material is. It feels like concrete and seems to have textured paint to give it a stucco like appearance. The paint is at least 50 percent chipped off in many places, and the places where it is chipped leaving the concrete surface exposed looks stained deeply. It made me worry that this wont be as easy as downstreaming a strong house wash mix for several appilications. I dont have my dedicated chemical pump system set up just yet, so if I get the bid, I may have him wait for a few weeks until that is set up so that i can go out there ready to apply whatever concentration of SH that I need to. The surface of this thing just looked more like concrete needing pressure and hot water, so my question on this is what all possibilities of mixes should I be looking at trying on this if downstreaming SH and soap is ineffective? Does anyone ever resort to actually using high pressure to sizable parts of a hard exterior of a building if their chemical mixes wont do the trick?

One sizable part of the wall of this thing is completely painted into a mural over the concrete stucco. Should I use any SH at all in the mix for washing that? I figured I should use a weaker house mix.

I am having alot of trouble uploading any more images than the 6 I managed to get up just now. The first 3 are of the surface of the fire station. The 4th one is one of the stucco. The last 2 are of the entrance way to the town hall which looks like imitation marble to me. I have 7 or 8 more images of the town hall that Ill try to put up tomorrow.
