HOA Deck Problem

I was asked to stop by an apartment complex in my area recently. The president of the HOA is not happy with the way the wood floors in the apartments were done last year. Whoever stained them used a Valspar product (see attached picture, they do not know which product it is) that is slick and supposedly people are falling. They want a quote to do something about it. There is approximately 10,000 sq. ft of deck floor across 6 buildings.

They obviously do not want to strip it off, because that would cost a fortune and take forever. My thought is the only option is to coat on top of it with another product, but I need some advice. Will another product hold up over this stain? Is there a product that would work best? Do I have other options? Walk away perhaps? Thanks.
 
don't loose sight of your core business or bite off more than you can chew. If you don't know what you are doing decline the job gracefully and they will think no less of you... Take on something you have now knowledge of... cock it up and your name is mud and it will take a long time to live it down.
