HOA Deck Problem

I posted this in the other forum, but just wanted to increase my options of getting some advice. I was asked to stop by an apartment complex in my area recently. The president of the HOA is not happy with the way the wood floors in the apartments were done last year. Whoever stained them used a Valspar product (see attached picture, they do not know which product it is) that is slick and supposedly people are falling. They want a quote to do something about it. There is approximately 10,000 sq. ft of deck floor across 6 buildings.

They obviously do not want to strip it off, because that would cost a fortune and take forever. My thought is the only option is to coat on top of it with another product, but I need some advice. Will another product hold up over this stain? Is there a product that would work best? Do I have other options? Walk away perhaps? Thanks.
 
From what I've seen of the new restore/rescue it/deck over deck stains they are pretty rough and grippy and can adhere over old stain. Problem is they can't really ever be stripped off, and they require ALOT of product per sqft, and they are much slower to apply. I've never used one personally.
 
I was gonna say walk away also Jim,.but it is nice to help customers out with these problems,..bodes well for future work as well. Also,..I like these challenges ,..then if you figure it out,..throw em' a number.

JBurd that was my initial thought, but I really hate using those products - like you said they require so much product per sq ft and take forever to apply. If anyone has a ballpark on what they would charge to do 10,000 sq ft with deckover or restore that would help. Jeff what would need to happen after you used a deglosser? Would it make the deck look bad aesthetically, or could that possibly be an inexpensive solution? I'm leaning towards walking on this one, but if there is a decent solution I would like to help them out and make some money.
 
From what I understand,.it basically dulls the surface so paint will adhere. I don't think it's gonna make it look that bad that it wouldn't be worth the cheap "fix",..especially when you add in the safety factor.

I know Jeff, i was hired to wash a condo project two years ago and I pointed out the issues with decks . Over application of sickens . Looked just like the photo above. EX-painter on condo board tells me people hired to stain still haven't been paid and what do I recommend . I said one by one start to replace is cheapest , then call me.

There is and option to use a floor machine with the roughest black pad . Tip of the day
 
Not knowing the exact product that is on there is the worst problem. Bring a little stripper over there and do a little test to see how much comes off. Those re-store a deck products are horrible and will cause nothing but problems in the future. Remember they called you, don't be nervous about what you want / need to charge to fix it.
