"The Chemical industry is highly regulated. Many of the regulations derive from the fact that <b>sodium hypochlorite in water treatment was categorized as a pesticide by FIRFA in 1974.</b>

FIRFA is a Federal E.P.A guideline that requires all pesticides and pesticide producing establishments to file certain reports. A wholesale establishment or store that fills retail size containers from bulk storage has "produced" a pesticide in the eyes of the Federal Government. Pool service companies who use the product themselves do not need to register. If the seller claims a reseller sales tax exemption, the sale falls under the FIRFA regulations and the seller should comply with all E.P.A rules."
