Caustic on Vinyl?

I clean the flat work on a car wash every 2 weeks. It is mainly just tire shine, so it comes up pretty easy. They want the building washed and it has the same tire shine all over the bottom 4' of it. Need some advise????

I would do a test spot in an inconspicuous area before attempting the cleaning. Look for discoloration and uneven coloration AFTER it dries.

I did a small spot today with hot water, but there is still a residue. There has to be something out there? We are doing the concrete bimonthly so i will try next time. Any suggestions would be great...
