Decks or Boat Docks?

Does anyone have much experience cleaning wooden piers, docks, decks...etc? Anything wooden over water? If so how would you go about it. Is anyone applying strippers/neutralizers or just straight water and being gentle? I would like to get into some deck work and I know there are a ton of docks around my area. Just don't know how to approach the process when a customer calls...
 
I did a huge dock...50 slips i believe. Now, at least in our area, you can not do anything over water without special permits. EVEN with no chemicals what so ever. I have not done the permit process so i am not sure the ease.

My recomendation is if it is possible to do it on land, then of course do it on land :)
 
Right on. Anyone else have any input? I really don't know where to even start looking for legal issues regarding cleaning over water areas!? Same as discharge compliance?
