I think it depends on the cage on the tote. Some are made from thicker wire. I wouldn't trust the one I use. A hose reel with two or three hundred feet of hose plus all the bouncing from the road would probably break it.

Attach angle iron or straight iron with holes in them on top, using u bolts, and just bolt down the reel. I have both of mine hanging from my utility rack, using the angle iron, and it is solid as heck. You can get the angle iron, or iron strips at home depot, in different gauges.
Oh they have square iron with holes too. That might work better with an IBC tote.
