Getting a stained fence ready for paint?

A customer wants his fence pressure washed so it can be painted. The fence was stained 3 years ago and the local water has really done a number on it. Do you think using sodium percarbonate on it with a low pressure rinse and followed by oxalic acid would be enough to get the fence ready to be painted or should I try something else?

I would strip it all the way off with a sodium hydroxide product then use your ox acid an rock on yeah you will have to have a little pressure to strip it off at least 1000 i am guessing

I was hoping that sodium hydroxide wasn't the answer. He has a garden and lots of plants on the other side of the fence. Was hoping to use something a little more plant friendly.

They don't know what it is. It was applied when they bought the house new. And they just want to paint the fence, not stain it again.
