Hello everyone new guy here.Is there a need to strip and brighten a new deck that will be receiving stain?
 
Yes. Well, Clean and brighten, not strip. During construction, wood can get loaded with contaminants and/or mold spores. In addition, most ol based sealers prefer a deck properly pH balanced (leaning towards acidic)
 
Thank you for the reply Ken.Can you also tell me what is the strongest chemical for cleaning concrete without killing the grass?
 
Brian,

Anything that will work well on concrete is usually strong enough to kill grass. The best best is to prewet all vegetation before you apply chems. On concrete a mix of butyl and sodium hydroxide works well.
