Oxidized Paint Stains On Roof

Okay, here it is. The shingles on our church roof are brown and the steeple painted white. Over a period of time the shingles below the steeple have been stained with white streaks. What caused this? I'll be cleaning it sometime soon. What chems would work best for this? Thanks for any suggestions.

I would imagine it is the oxidized paint washing off during a rain, and then drying on the shingles.

I have no clue what would take it off, but I wouldn't imagine it should be hard to get off.
