Rust Spots on Driveway..

Typically you would not want to use a product like NMD-80 on a driveway to do a spot treatment or small rust spots in general. Concrete with the cream still intact will be etched off easily. NMD can also leave a brownish mark- acid burn around the rust.
Better to learn products designed for this kind of work like F9 BARC.
