If you want to contact a district manager for Taco bell all you do is goto:

Their online customer satisfaction page. Then make a complaint about something you fictitiously ordered, and request to be responded to by e-mail or phone.
Then your form will be sent to YUM which then gets sent to the Owner, the district Manager, and the particular store you are complaining about. And they are required to respond to you.
