Just call visa or Paypal, tell them the story and you will have your money.

The law clearly states you must recieve goods, in this case its pretty cut and dry.

Nicky you will be plesently Surprised Visa will reinburse you in full. You never recieved the goods, Its PWP problem to collect claim.

I imagine PWP will liklely correct this since if you file a claim it will go agaist there Merchant account.
