13hp honda surging???

Hi again. I bought a craigslist special. Honda 13hp pressure washer. I just replaced the pump with a brand new GP EZ4040. I Just installed the pump and cleaned the carburetor. Replaced the spark plug. Set the valves. It starts right up but it is surging just a little bit, only with the trigger squeezed. What could be the cause?
 
The engine is surging? Or the water spray? If it's the engine, slowly close the choke while you're running it to see if it smooths out. The jet may be partially clogged.
 
The engine is surging. and as it surges the water flow dose the same. It loses 300psi or so then goes back up.
 
ok I closed the choke just a little and the problem went away. So I took the carburetor back off and cleaned it again. I blew out the jet and I know it is clean. But still have to have the choke in just a little for it to run right. Should I just replace the carburetor? or what is the problem?
 
There's probably a thin coating of varnish on the walls of the jet, decreasing the inside diameter. Could also be the gasket between the carb and the insulator, the gasket between the insulator and the head, or a possible crack in the insulator. Since you've got it back together, run it and soak the gasket area with WD40 or some similar flammable spray. If there's a leak there, the leak will suck fluid instead of air, and it'll smooth out.
 
I replaced the carburetor with a brand new one. Now is surges when the engine is cold. Once it warms up the surging goes away. What could be the cause of this?
 
Yes i changed the gasket. It only surges for about 2min then it goes away. It will then run all day with no problems. Just every morning when its cold is surges.
