Concrete "whitewash" that construction co use ?

What is the chemical or what is it road and bridge construction companies spray on new concrete curbs and bridge rails etc that looks like some kind of whitewash? Any one know anything about it? Is there a purpose other than cosmetic?

Curing Compound
 
Its a wax based curing compound. I think it helps the concrete cure more evenly. I doubt its cosmetic cause its applied so haphazardly that it would look better without it. We were hired once to strip it from a rural bridge deck because the county decided they wanted a penetrating sealant applied instead.
 
Curing compounds come in many different varieties . Some are white when applied and stay white after drying and some turn transparent when they dry enabling a coating of stain or sealant without stripping first. Either way curing compounds all do the same job. When applied they form a barrier on the "Newly Placed" surface so the moisture stays in the concrete keeping it from cracking.
