EPA Reg for pressure washing in ct

Hi everyone..

I'm doing research into getting into this field. I have already posted in other areas, and appreciate the help form everyone here. I have a question: The scenerio is as follows: I am pressure washing fleet trucks. Do I need a license from the state of Ct to do so? Here is a sample of what I have found on their site re this question:

"Any person or municipality that discharges water, substances, or materials into the waters of the state is required to obtain a permit prior to commencing the discharge. Waters of the state include all surface and ground waters, sanitary and storm sewers. Subsurface discharges of domestic sewage which are not community sewer systems and which have a volume of less than 5,000 gallons per day (gpd) are regulated solely by local health departments in accordance with the Connecticut Department of Public Health."

In the italicized text, do I take this to mean that if I only use say..500 gal of cleaner, that I have to talk with the local health depts? Before I contact these people, I wanted to have a little info under my belt so that I have an idea what they are talking about. Thanks in advance.
