I would NOT use Hydrochloric acid to remove tire marks. HCl will only remove the paste layer of concrete under the marks, which is why the mark may come up. HCL on its own is not a solvent and does not react with rubber. What you could end up with is a lot of etching and the marks still present.
I would use a very strong D-Limonene product or get it straight from a chemical manufacturer.
For the paint, like others said above a paint stripper works well. There are various Chems for this and different methods. If you could post a pic so I could see the thickness and width I could direct you further.
