ice salt causing efflorescence?

I have a customer who told me that the white is from using a harsh ice salt this winter. After using search and reading a lot on these stains, what do you guys think this is? Salt that can be PWed off, Effloressence, Calcite, White scum, etc...??

I have a product similar to Safe restore, but wanted some guys with more experience to put their 2 cents in before I go putting any chems down. I will be sealing the brick afterwards. Thanks!
