pump won't pressurize

I picked up a cheap used pw from craigslist yesterday that wouldn't pressurize. everything turns and the seals and the plungers look fine, but I'm confused by the plumbing. on the left hp outlet is the unloader which dumps down into the inlet which makes sense. but on the right hp outlet is another hose that goes down to the inlet as well. isn't this just dumping some of the pressurized water down into the inlet? is it some kind of burst disc that has failed? I took the fitting off and it looks like it has some kind of valve but i can force air through it no problem with just my lungs.

Just wanted to bump this up since I'm still looking for an answer. There is a ball bearing in the elbow coming out the right hp outlet. now it moves freely, but does any one know if that is because it had a burst disc that ruptured? can i just plug the outlet or do I need a burst disc there?
 
The thing on the right is an easy start valve. The only way to test and see if it's good is to put the pump back together, fire it up, and pinch the hose from the easy start to the inlet with a pair of pliers. If you feel the pressure increase, replace it or plug the hole that it's in and the return to the inlet.

It's there so you don't have to squeeze the gun while starting the engine.

Well i seem to have lost the easy start valve, so i couldn't test it like russ suggested but i plugged that outlet port and it works pretty good now. I'm getting about 3500 psi and plenty of volume. I think I will mount this pw with a hose reel to a little 4x6 trailer i picked up. my idea for my residential set up is to have my staining and sealing stuff in the van, and my cleaning stuff on the trailer. I'm tired of having to swap everything out 4 times a week!
 
also does anyone know how is an easy start valve is supposed to work? how does it know to let the pressure thru at start up but not while its running? Also, is it okay to let an easy start valve dump out to the ground or should you always have it connect back to inlet via a hose?
 
An easy start valve stays opened until your machine comes up to working flow. Once the pump is up to speed, the valve closes, and the system can pressurize. It's convenient to have so you don't have to hold the gun while starting the engine. Plumbing it back to the inlet is the proper connection.
