Water hose and nozzle are fine.
 
I just use cracked ball valve. If you are using a house wash mix you shouldn't have to worry too much about killing stuff, just wetting down before and rinsing afterwards. If the fence is wood and you are using oxygenated bleach you shouldn't have to worry at all. I use a cracked ball valve so I don't have to do things twice. Wet down a section, throw a soap nozzle on or crack the valve so it pulls soap and soak that section. Do two or three more sections like that, then go back and clean them. That's how I would do the fence anyway. I don't do roofs, but I know you should have a ground man to water while you work.

Fence is vinyl, should have said that in first post sorry. The fence is also 5 to 600 feet from the house. I can run water off the buffer tank(200) gall. I will test a section but on the fence I not sure I will have to rinse the grass. The fence is a property divider and want no concerns with the neighbor, just thinking ahead. Most of the grass is dead but..........well you know. Looking for the plant life around the house, palm trees, pyracantha, and so on.
 
Inject it soap and bleach. Rinse with water. Done

For grass pre wet really good, keep wet, then final rinse. For shrubs and plants, soak the roots first, then keep foliage wet, and then hit roots again. Use a ball valve, garden hose, bucket, whatever, just make sure you water good. An ounce of prevention.....

For vinyl fence I usually downstream, and use the ball valve for both applying, rinsing, and watering. They are pretty easy to clean. Dwell is key with down streaming so we apply to large areas at a time.
