This is a typical Parker West article. Some points I noticed were hat 80% of runoff pollutants were from rain events, yet it quickly morphed into being all the pressure washing contractors fault. Imagine a contractor that pretreated waste water so that just sludge and oils from a parking garage cleaning were removed and great water went down the sanitary sewer. The solids could be disposed of in a landfill, and it could easily be tracked and manifested.
Then there is the whole problem of how hazardous Muriaic acid is. There are a couple of thoughts, as I look at my pool, and realize that I dump muriatic acid to neutralize the PH. It is funny how that works, I will bet that she doesn't have a problem with Hydrochloric acd. Just saying. The beauty of HCl, since it, and muriatic are the same thing under different names, is that it will activate and neutralize itself quickly. Sure, if someone is dumping hundreds of gallons of acid on the ground to clean concrete, it can be potentially hazardous, but then, so can water. Use in reasonable quantities, though, muriatic can clean and rapidly neutralize itself, thus rendering it harmles, and broken down into harmless salts.
It is obvious a piece that is designed to induce hysteria, but then, what do you expect from the bay area garage cleaners?

I have an idea, if we started making videos (I will try but have no experience making videos or editing them since I am mostly working by myself since my helper got a full time job) then we can prove these quacks, fear mongers and other groups of people that are just making things up for their own reasons (probably some kind of monetary gain) and trying to get their systems or methods into the limelight and bad talk the other methods that will work that do not cost that much.

Some of the videos can be about how fast the water cools down when you are washing with hot water, ph testing of wash water after using soap to clean, how effective the low-cost systems are with being compliant and keeping the bad stuff out of the storm water drains, etc....


With videos showing the proof of how the quacks and fear mongers are wrong, it will be interesting to see if/how things change when the AHJ sees the proof and what they say if they start back-pedaling.
