Trim over round window

The trim over a round window looks mildew (about 4 ft wide window trimmed with vinyl) . I have tried everything to remove this but it does not budge. It almost seems like it was glue that got dirty. Looking around at homes I noticed that this piece is always dirty like this.
I tried hot water, SH, even hand scrudded. It will not even lighten up.

Any ideas?
 
I've run into this type of thing before also. Can be hard to clean. Try a piece of melamine and try and scrub it off with that, good chance it will work and not damage paint or the surface. Still test a spot though.

You are talking about the white rubber trim over some half moon windows??? Forget it, I have tried many chems and scrubbing etc etc etc. I tell the people before I clean it will not come clean and if they want it white, they should paint it. Drives me nuts

What's the problem? That trim - like the rubber trim around the garage door - both come 100% clean with a little 6%.

rubber trim around garage door I have no problem with ever, the half round windows I'm talking about, several it wont come off, I have had it turn a pink color even, but not come clean, some wont budge at all. Its not all half round windows, but many, go figure
 
I clean alot of manufactured home with this problem. Contractors use cheap caulking that is very sticky and collects dut and dirt on them which is almost impossible to get off. The vinyl or rubber around the window frames(half moon etc) doesnt seem to be as much of a problem as caulking. Ds'ing doesn't seem to work but when I spray it with 10.5 or12% directly out of my tank it all dissapears. It takes a pretty strong mix but it will go away. IMO 6% reg store bought bleach will not remove it very well.
