EPA rules for NJ ?

I couldn't find EPA rules for reclamation for region 2, NJ. Region 6 was clear from IndyExterior's post. Does anyone know if NJ has the same ruling and where I could find it?
Is it reclaim all water run off from flat work?

Jared the CWA is a federal law enforced by your local gov, usally City county and then perhaps state.

Some guys here will chime in, some here like to make more of this than there really is. This all relates to storm water!!!
