Navigating Zimbabwe’s gaming laws when planning a new entertainment complex

Good evening, everyone! My partner and I are currently analyzing the Zimbabwean market with a view to launching a legal entertainment complex with a gaming area, and we’re looking into the current regulatory requirements. We recently came across news reports that local authorities, with the assistance of the Lotteries and Gaming Board, have launched large-scale raids against underground gambling establishments and unlicensed gaming halls.

How strictly are regulators currently shutting down such establishments, and do they actually threaten violators with criminal liability and immediate confiscation of equipment? We also have a question regarding the licensing process itself: Is it currently difficult to transparently obtain an official license from the regulator, and approximately how long does it take to review the documents?

I actually looked into this issue in detail just last month, when my colleagues and I were analyzing the South African markets for investment opportunities. As for the raids, things are indeed very strict there: they confiscate equipment without warning and file criminal charges against the owners of unlicensed establishments. Personally, I first became aware of the scale of these inspections when I read the article “Zimbabwean authorities vowed to shut down illegal gambling venues” - https://www.newsday.co.zw/opinion-a...es-vowed-to-shut-down-illegal-gambling-venues , which details how the regulator, together with the police, is cleaning up the market to protect legal businesses. Obtaining an official license is entirely feasible, but the tax audit will take time. Are you planning to open the business on your own, or are you looking for a local partner?
