Best cheap drain cover

What do you guys like to use to seal off storm drains? I have been using sand berms but I was at cosco last night and they are selling these rubber kitchen mats that are quite thick and made out of something that is rather gooey for lack of a better word. I don't know how durable they are but I think with a little weight on top it will seal up well. I picked one up and was thinking I would cut some 1/8 plate the same size and glue them together and throw it on top of the drain.
 
Thats an anti-fatuge mat. Just go to a company like DAWG and get a oil asobent sock. May are re-useable and are made to go completely across storm drains.
 
Not the cheapest but I have been using one of these regularly for several years now
