? Best chem for this flatwork

Just getting up and running and had a customer ask to do the concrete floor of a building he just bought. 1/2 is covered in old paint that was used for T-shirts. Any suggestions on best chem to use for this application? Also , I only have cold H2O for now.
he plans on putting an epoxy paint on the floor after it's cleaned up, so it doesn't have to be perfect, but to wand the entire area would be very tedious. I would like to lay down some chem and use surface cleaner after .

With all the flaking, I would say it needs striped before resealed.

I thought about just spraying paint stripper down, scraping, and then doing a surface clean with like an EBC or similar product. Just wasn't sure if any of you had used something other on paint.
