Boat House Washing Question

I need to bid a wash on some relatively new but really bug stained and dirty vinyl that is situated on a boat house over water. I know you can't discharge anything with detergants into water so I called my state DEC (EPA Equivalent in NY) to find out what they would recommend and they said you can use high pressue COLD water only.

I know high pressure is not recommended on vinyl and it's obviously going to take longer than just xjetting on the chems. Will it have to be brushed with just water and maybe some pressure? Should I wash it from top down standing on the roof so the water is aimed down on the siding so it can't get under? What type of charging factor would you recommend since this will take more time and manual labor? Or should I pass? Thanks for any ideas.

How about soda blasting with a sand blaster attachment?
 
It may take off some paint with it.
