Can this concrete be white again?

Recently I had the chance to demonstrate my service to an area manager for a fast food chain. He's in a store less than a year old, and the concrete is white in less traveled areas. The back dock is stained with embedded cooking oil, the drive through is oil stained. Another washer has been there twice, and could not remove this grease stain. There are short,white fiber threads coming out of the concrete. I used a heavy degreaser (1 gallon in a five gallon container), 200 degrees heat, worked on it for an hour but the result was not impressive. Can this concrete be white again?
 
Sounds like it's a tough problem, but not an impossible one. Call me and we can discuss it in better detail. I may have some suggetions but I have a few questions first.
 
Yes the concrete can be white again, your not going to like my answer. I will get back to this one,, i have a ball game in 10 mins. i will reply later.....

If $$ is not too big of an issue, DR 60 form Dominion Restoration will do a pretty good job. As long as any excess oil is scraped off prior to cleaning, your customer will be impressed at how white the concrete turns out. If temp is over 75, it can be used with cold water, but I would recommend using hot.

I have used it a few times, and if I have a customer that wants it white, I will use it again. At $20/gal plus shipping, its not cheap - but it will brighten-up the concrete.
