City awards SmartPark contract to Tennessee-based Central Parking

Central Parking first won the three-year contract in April to manage six downtown parking sites. But the city canceled the contract after two prominent Portland families protested. The Schlesinger and Goodman families, who dominate the downtown parking market, complained about the process. Greg Goodman also noted that Charles Dummett, the city's parking garage manager, had recently worked as a manager for Central Parking.

Mayor Sam Adams called for a second bidding process. Star Park bid again and so did Ace Parking of Seattle, but the Goodman family did not bid a second time.

Businessman Roy Jay sent out a press release on the contract this morning. Jay organized minority groups in 2003 to help Star Park outbid Goodman's City Center Parking company. This year, Jay jumped to the Central Parking team. Earlier this year, Goodman criticized Jay's role in Central Parking's bid, according to Willamette Week.
