are there any cleaners that are compliant with the "clean water act" and would not have to be reclaimed?
 
are you saying can you be compliant with the clean water act and not have to reclaim the water? As in you don't have to capture the waste water?

This all comes down to where the water is draining to.
 
when i obtained my business license i was told if i used any chemicals that i had to bring them in to be approved and he talked about how chemicals were bad for the enviroment...
 
There are so many ways to be compliant.

The local AHJ's are making ordinances to twist what the SWA says so they can justify giving you a ticket when you might be doing things the right way if you are keeping the stuff out of the storm water drain.

Some cities have a combined system that combines the sanitary sewer and storm drain together for processing by the city and I have heard that in those cities you can let stuff go down the drain as it is all processed by the city.

What Houston has done to their contractors is such a shame and they are proud of how many tickets they are giving out and even the guys with reclaim systems are getting tickets.

I would try to get what your city told you in writing and make sure that you both are on the same page but most importantly, do the right thing for the environment.

If by "cleaners" you mean chemicals, soaps, or detergents, then the answer is NO. Or at least not that I am aware of.
