cleaning near electrical wires

What precautions should be taken when cleaning around the power service entrance to residential and commercial buildings? Do you avoid the wires completely? How close can you get? Is it worth trying to get close?

This is a picture of a project that I bid on last year. If we ever clean this building the power company would shutdown these lines and reroute the power!

There is enough power in these lines (64 KVA) that just getting a few feet away can cause the current to jump from the wire to you!! Most high voltage lines are not insulated!
