Engine RPM

Yesterday, I installed a Tiny-Tach on my new Kohler Command Pro 19 HP model # CH620. What does the RPM need to be running at no-load with belt drive? It doesn't say it in the owner's manual.

Also, what should the RPM reading be for a Vanguard 18 HP engine with a gear reducer attached to a 1450 RPM pump? Thanks!
 
I think gear reducers are usually 2.16 ratio, is there a mark or look up the gear box and it should say. The belt drive will depend on the pulley sizes.
 
Engine RPM:
No load - 3600
Loaded - 3400
