Flaking Off Stripping Removal with PICS

This is a nearly new stripping (2 months old) that recently has started to flake off along with the new seal coating at some spots (over the old paint).
We were called to Remove the paint where it's flaking so they can re-stripe it.

I believe that there was mold growing at those shady and humid spots over the old latex (some sort of organic) paint which turned out to be a bad base for the new paint.
The question is how safely to procede with partly removing the flaking spots without hurting the asphalt and then preparing the base for re-striping.
Killing the mold is the easy part, removing the paint is the hard one where I am asking you colleagues for your help and advice :).

I have had a job like this. I just used a turbo nozzel on it with no problems.

Exactly what I was going to recomend. By the looks of it, if its all pealing up like in the picture, you should have no problems removing it with just water.
 
the seal coat has to come up where the lines are. Or the paint just won't stick right.
 
I am a paint contractor and am glad to have something I can say without any hesitation...too many idiots stripe over old stripes without even cleaning. If the surface is not clean, dull and dry the new coatings will never adhere..


clean/dull/dry!!! Thats the formula...
 
When I have done jobs like that to clean up the lines to re-stripe I use a turbo nozzle to clean up the lines but be careful with the sealcoat as it will come up easily.

Take care of the mold then rinse again as you don't want any residue there so the lines will stick good.

Too bad there isn't a 6" surface cleaner, that would be perfect for cleaning up stripes and make a lot of these projects I get a lot easier.

After you are done, have a helper sweeping up all the paint flakes so you don't leave a mess unless you do it on a day that the parking lot sweeper will be there later on that nite.
