This is a nearly new stripping (2 months old) that recently has started to flake off along with the new seal coating at some spots (over the old paint).
We were called to Remove the paint where it's flaking so they can re-stripe it.
I believe that there was mold growing at those shady and humid spots over the old latex (some sort of organic) paint which turned out to be a bad base for the new paint.
The question is how safely to procede with partly removing the flaking spots without hurting the asphalt and then preparing the base for re-striping.
Killing the mold is the easy part, removing the paint is the hard one where I am asking you colleagues for your help and advice .
