Rupture Disk problems

Hi Ron, I'm Brad with B&J Sweeping and Striping, LLC in Coolidge, AZ. This is my first posting so I hope I'm doing this right.
I own a Hotsy 1290SSG Pressure Washer and lately I've been having problems with blowing the rupture disk located on the thermal block next to the burner. I've tried turning down the heat to 104 degrees, but the rupture disk still goes. Any suggestions?
 
What is the peak unload pressure? When you let go of the gun, does the pressure continue to rise?

Although a spike could cause this, most rupture discs are rated at 7000 psi.. I would look at water flow.. This could be a scale build up in the coil, wrong tip size or, something else flow related.
