I don't know, looks like Lance nailed it on this one.
Another example of using the heavy hand of the government to force the people to use your service.
It would be like us outlawing housewashing by homeowners.
If I was such a poor businessman that I had to rely on FORCING people to use my business, I'd quit.

The city of Santa Monica has been like that for years. In the 8 years I've been in business I think I have done a total of 2 jobs there. I practically refuse to go into that city for work unless it pays big $$$.

The city outfits there own trucks with reclaim units. All 6, they never turn them on , that came straight from the Gm of the downtown promenade.
He did go on to ad they spent a Ton of money for nothing.
I'm sure they use them for diversion in garages and pier. For the everyday sidewalk cleaning they are just for show not for go.
