Stained Cement Driveway Peeling

Need help. I have a cement driveway that has a stain / sealer that is cracking and peeling in some places. The Customer wants me to strip it down and he is not worried about damaging the cement ( he would like me to rough it up if possible. Any suggestions on a chemical to help remove this sealer / stain ????
 
Any idea what's on it? If it's peeling, I wouldn't think it was an acid stain.

I am not sure, the customer said it is very slipper when it is wet and he wants it gone. Most of it should just blow off but I am not sure about the rest of it that is not peeling.
 
are you shure its stain? i have seen concrete paint used down here in alabama and the good ole boys always call it stain. i presoak with some sort of acidic cleaner then wash like crazy with a surface cleaner and HOTTTTT water .if you can give a little more info on the surface or provide some pics mabe it would be easier to help
